Commissioners Name Seth Reid as New Deputy Director of Development Review and Permitting
Snow Hill, MD – The Worcester County Commissioners appointed Seth Reid to serve as the new deputy director for Development Review and Permitting (DRP).
“Seth understands the permitting process from both the operational and customer-service perspectives,” DRP Director Jennifer Keener said. “His experience working directly with residents, businesses, and development professionals will be valuable as we strengthen our procedures, improve consistency, and continue providing responsive service to the public.”
Before joining Worcester County Government, Reid served as planning and permitting ombudsman for Frederick County, where he helped residents, business owners, agricultural applicants, developers, County departments, and elected officials navigate complex planning, zoning, and permitting matters. In that role, he worked across organizational and community interests to address constituent concerns, improve development-related processes, and advance long-range planning initiatives. He also regularly briefed the planning commission, county council, business and industry cabinet, and county executive on development issues and operational performance. This broad experience strengthened his ability to communicate clearly, build productive relationships, and balance policy goals with practical considerations and community expectations.

He earned a Bachelor of Arts degree in Political Science and Economics, with a Minor in Ethical Leadership from Rosemont College in Pennsylvania.
The DRP deputy director is responsible for assisting the director with all aspects of development, review, permitting, and other functions, including staff supervision, and coordinating planning studies and documents, including the upcoming review of the Worcester County Comprehensive Plan.
