Macron Urges Nation, Europe to Rapidly Expand AI Adoption
Addressing the AdoptAI summit at Paris’s Grand Palais on Tuesday evening, which gathered investors, researchers, and tech leaders, Macron said France has the opportunity to become “one of the great AI nations” if decisive action is taken now.
He highlighted the country’s "growing reservoir of talent," a vibrant start-up ecosystem, and low-carbon energy fueled by its nuclear fleet as key advantages.
Pointing to firms like Mistral AI, Doctolib, and Alan, he described France’s AI sector as “extraordinarily vibrant.”
On infrastructure, Macron announced a fifth priority AI site in Dunkirk, providing more than 700 MW of capacity. The facility will join 23 existing sites earmarked for large-scale AI development.
The president also confirmed the forthcoming launch of “Alice Recoque,” France’s exascale supercomputer, which he said would position Europe to compete with leading global tech powers.
“We need European infrastructures capable of rivaling the best global players,” Macron said.
He emphasized that the next challenge is ensuring AI adoption across the economy and public administration. By 2030, “all major companies and most SMEs must use AI in concrete ways,” he stated.
To accelerate this transition, the government plans to deploy 300 AI ambassadors to assist businesses and train 50,000 public officials by 2026.
Macron also urged a European-wide strategy featuring regulatory simplification, substantial technological investment, and stronger safeguards against US and Chinese tech giants.
He unveiled a letter of intent involving Mistral AI, SAP, France, and Germany, aimed at coordinating Europe’s industrial AI initiatives.
Finally, Macron proposed making AdoptAI an annual global forum, stressing that Europe must safeguard its technological sovereignty and position itself as “a leading actor in this revolution.”
